When a program shows a clip from you-tube, who are they paying for the usage rights?

We see a lot of viral video being played on TV. Some shows are focussed just on Viral clips, while others (like news programs, and even ELLEN) are devoting a segment of the show to them. Are they paying for this? And if so, WHO are they paying? Youtube? I'm curious about how this is working. Anyone? THANKS!

No one is paying anyone anything. The clips are copyrighted, and they are posted on the net without permission, and thus, illegal.



Few people, if any, get sued, as there are so many clips floating around, that's it's nearly impossible to fight them all.
